性欲社 dumpsters

What can be done about people using the 性欲社 dumpsters for personal trash - we work in an area of campus that has a dumpster off the beaten path and several times we have witnessed people pulling in and dumping trash out of personal vehicles and this does not seem appropriate. What can be done?
